Tap it with a hammer before attempting to loosen it. Make sure you also have a replacement readily available. I would not use that bolt again. No need to torque it more than FSM states.

For those having issues with the drain plugs.. Use a short socket and NO EXTENSION.. and as long of a breaker bar as you can get your hands on. The proper torque doesn't really require a breaker bar (how many are properly torqued when we get them though? I digress) but there is another benefit..
a long breaker bar and no extension puts the spot you pull on near the plane of the head of the bolt, dramatically reducing the tendency for the socket to want to "roll off" the head of the bolt.
Some will be too far gone for this to work but it maximizes your chances.

I think I'm going to get them blasted. Was going to wire wheel but looks like too many hours for that.
What's the proper way to blast them? Strip housing completely down or can I leave most on and just strip the rubber bits and small stuff off?
