You might reach out to the Vermont Rover guys. 1/2" drain holes shouldn't be an issue, I think the ends are open.
Distortion sounds odd. Is that from heat? I wouldn't think that would be an issue on our frames.
Galvanization is a nasty process that is heavily regulated, I doubt there is much difference between whoever is doing it. I'd go with who ever is closer and can fit your timeline. Sand blast and galvanizing in the same location sounds like the ticket.
The drain holes were mentioned in case there were any closed spaces as the air or moisture inside would be an explosion hazard....but I don't think there are any enclosed spaces in a 60 chassis. The temperature of the galvanizing process is 840 F and I have heard of frames distorting due to the heat of the process.....even in the rover community. I think the rover chassis providers put their frames on a rack afterwards to check and true as needed.
I agree that the process is pretty much the same. I suspect the place that said "min $450" could easily be on par with the place that quoted $1300. The $1300 place called me back on the phone and the guy was good to talk to which is always a good sign for dealing with a business.
