When I lived in NY I had no money for tools either. But their are ways to get decent tools on a budget. I found a englo air compressor on craigs for 60 bucks. It is older than me and pretty heavy. Its made more more construction stuff, but it was just adequate for air tools. Im pretty sure it will last forever. Check craigs and you can often find a great deal on a compressor for less than 100 bucks every other month. Good used air tools can be found on ebay all day long. HF sockets actually are pretty good, in fact a fair amount of HF tools are decent, just check the online reviews and that usually reveals if its junk or not.
Another thing, since you are in the rust belt, do all you can to treat the vehicle before it rusts. Get some por 15 or product of your choice and coat the frame. Take the interior panels off and apply protection to areas where rust typically starts, especially inside the rear quarter panels. The A pillars and roof seams also rust so you may want to look into working on those. Look at all spotwelded seams, for rust that is starting and treat it with rust converter and a good coating of por15 or the like. Taking preventative rust measures is far far less expensive than taking care of it once it has become cancerous, and will keep the truck looking good for a long time. fj60 sheetmetal doesn't mix well with the north east if left to its own devices.
