Typically you measure the preload without the felts bolted to the knuckle as that can distort your reading. I usually go on the tight side because things tend to loosen a little as they break in.
555 TREs are on the way from @cruiseroutfit , thanks for the quick turnaround Kurt. I dropped the relay rods and drag link off to be sandblasted as they won't fit in my cabinet.
