Is there a fuse for the led blinker for passenger side side-view mirror? Mine no longer flashes and I can’t seem to find a fuse for it.

Has the passenger side ever worked? Did the PO possibly replace the passenger side with one without the lights? Can you see the 5 spots in the mirror where the lights are located?
I really don't known if these have a fuse. But if they do. Not likely one for each side, unless inline rather than fuse box.
If your dash flasher indicator light, is blinking fast. That indicates a fault, likely a bulb out. Make sure front and rear PS flashers are working properly.
Neither of your door mirrors glasses are from Toyota, as Toyota never made mirrors with repeaters in them for the 100 or LX470, they are probably cheap Chinese knock offs and thats why ones packed up, with regard to wiring and fuses, as stated before, I doubt if there are any separate fuses, as they have got to be wired from the existing indicator/blinker circuits by the previous owner. Is there a fuse for the led blinker for passenger side side-view mirror? I see Muth is an American company since 1947 (hats off to Muth) and sell the kit, but it would be intersting to know where the LED mirrors are actually manufactured, sadly you don't see 'Made in America' or 'Made in England' stamped on many thing anymore. Here are the installation instructions that comes with those mirrors. Maybe you can use them to make sure everything looks correct.
If they are 'Made in America' then as I say 'Hats off to Muth' I'm not saying they are not made in America, but 'R USA' only means it's a Registered American company, LED's are supposed to last thousands of hours, thats why I used the phrase 'Cheap Chinese Knock offs'
What blinker in the mirror...unless you have aftermarket mirror covers there is no blinker.. that I know of
