That is probably the lowest PSI reading I’ve ever heard of, but could just mean that it was built that way. Probably a compression ratio of about 7:1, or maybe less.
A valve job won’t increase compression, but milling the head will. At this point, that wouldn’t be something to be concerned about, especially since you say for the most part it runs good.
