On something that is going to be a stock restore like you are doing I would just disassemble the spring packs sand the tops and bottom smooth, paint and reassemble.
You can work up the ends of the bent over straps then slip a chunk of box tubing over to give you the leverage to bend them up out of your way, you only need to bend them up enough to disassemble the pack.
Big hammer to bend them back around on final assembly.
If you have a gas welding tip and are confident you can heat those straps without transferring too much heat to the springs then a little heat wouldn't hurt.

To remove the center pin"bolt" it's best to use a c-clamp or bench vise to hold the spring pack together while you remove that bolt, no worries if you have to cut it to get it out they are readily available.
Another option if you don't have a specific reason to take them apart just wire brush them good and give them a new coat of paint. They are going to get rust stains again between the leaves soon after you start driving it again.
