Off of the dash pad on my ‘76 40. Was not working when I unplugged it.

You should be able to open it up from the backside and replace the bulb.
 
same light shines on the heat/defrost lever atleast in later 40's
 
If you do need to replace the bulb. An LED really makes a big difference.
It is activated by turning the headlight switch.
 
I got a cheap welding safety face shield and cut it up to fit my dash lamp. It lets more light through than the original one, but still has the cool green glow.
