It's a very dim light that is supposed to illuminate your dash knobs.

If you do need to replace the bulb. An LED really makes a big difference.
It is activated by turning the headlight switch.

Get the LED bulb--a HUGE difference.

I got a cheap welding safety face shield and cut it up to fit my dash lamp. It lets more light through than the original one, but still has the cool green glow.
