How deep is your hole? You want to work it going up.
 

Work slowly in and around. Try and go up once you are in like 1/2" or so.
 
Remember that guy that drilled out the plug in cylinder head - went threw the cooling jacket into the intake port - Moral work slowly and carefully if you aren't sure of what you are doing. Power tools can ruin things quickly - if you just use hand power less chance of damage. But one of my favorite saying is SOME FOLKS COULD RUIN AN ANVIL WITH A RUBBER MALLET.

Update! I seem to have made some progress. When I insert and go to the right, the attachment on my drill goes right through so I can only assume I have worked through that blockage, but on the left side I am still hitting some resistance. Likely because I am limited with space and its hard to maneuver with my drill on that side. Since I seem to have broken through on the right side, should I assume that fluid should be coming through?

you should have had fluid coming through a long time ago. can you start the engine, maybe build up a little pressure for the coolant? and keep digging
