Just a quick question before reinstall. The insulator block has 2 Round openings but on one it is flattened off at the end. Does this flattened end go closest to the block as per the pic.

I did mine not too long ago and had the same question. I recall the answer is yes, but to make sure, compare the insulator block to the carb openings. Mine had slightly different opening diameters on both the carb and insulator, so I matched them up. If I remember correctly, the secondary is slightly larger.

I noticed your insulator is kind of rough from grinding? I had to carefully plane mine with a long file, mostly to reduce the center thickness to compensate for compressed corners where the bolts go. That fixed my vacuum leak problem.
