The way I heard it: Our law enforcement officers couldn't figure out how or couldn't be bothered to, recognize Arizona plates. So, our genius lawmakers passed a law that the "Arizona" must be fully visible, making most of the older plate frames illegal. The more correct version is likely something like; one of the law maker's brother in-law is in plate frame sales and offered a big kickback?

A natural progression of speed cameras sadly. In Australia they will ticket you if the plate is dirty or blocked at all by a trailer ball, bike rack or spare.
