It requires OBD2 (don't quote me, but I think your 95 should have it) and some sort of interface. I have a bluetooth interface that came cheap from amazon. It's a code reader with a bunch of other features built into it. A lot of them aren't accessible on the LC because older systems just didn't have as many sensors, but it's all cheap enough that it's worth having in the bag of tricks. I bought the Pro version of the app forever ago and that ten bucks has paid for itself many times over.
 
My rig gets 12-13mpg on the freeway, and that's as reliable as the sunrise. That said, I drive from LA to Mammoth Lakes not infrequently, which is a tick over 7500ft of elevation change. When making the return trip, I normally hit 15-16mpg. Why? It's 150 miles of straight downhill slope along 395. It makes a big difference!
