It seems like there are plenty of posts to diagnose most issues with the EGR system, but I think I’ve ran into a problem that’s not covered much.

I’m testing my EGR modulator. Looks brand new, clean filter inside, diaphragm holds vacuum when applying vacuum to the exhaust (bottom) nipple.

However, I think my diaphragm may be stuck and not moving when exhaust pressure is applied.

I have blown into the exhaust nipple and nothing is coming out of P, Q, R, or the filter hole.

I have also applied vacuum to R, plugged P, Q, and the filter hole, and my EGR modulator is holding vacuum even at 25in of pressure. This makes me think that the diaphragm or diaphragm spring is completely stuck.
