That’s always been my thought but I swear I’ve never seen one being used. And what’s the logic in that shape?

I witnessed a personal first today: An RV at a traffic circle with its left turn signal on. Sat there long enough that I was the 10th car and had more than that behind me. He eventually turned on his right signal and drove off.
We have several traffic circles near our house. I got behind a lady the other day who got to the circle and stopped, put the car in park and just sat there. I don't know if she was looking at a map or looking up the rules of traffic circles, or just waiting for some sort of divine intervention, but she sat there for a few minutes with traffic piling up behind her laying on their horns. She finally did like the RV in your post. Re-started the car and made a right turn. Some people are just morons.

The majority of NC drivers never got any instruction on how traffic circles work. With the integration throughout the state recently, I've seen no real effort for education. Not to excuse the lack of basic ability and logic, there is going to be a group of (especially older) drivers that simply won't know how they work and what to do. NC needs to make an education campaign as these become more commonplace.
Maneuvering through a traffic circle/roundabout is the same concept as merging onto or exiting the interstate. And there is the problem. 
It's in the NC driver's handbook under "Basic Driving Skills and Rules".
What would be more effective than the state-wide driver's handbook?
There's very little continuing education once you've earned your licence in NC. I can't remember what the rules are for the written test, but I can't recall the last time I had to take one. I wonder when that was added to the handbook - I can assure you I've never been tested on it and it wasn't covered in my driver's education class. Maybe it's been there all along and just wasn't "taught"???
Are there continuing education efforts in other states? I imagine most people would say "it's my right to drive" or "i don't need a class, i know how to drive" or "you have no right to test me again, i've been driving 20,30,40 years", etc.
I'm right there with you that there SHOULD be continuing education, but for all of it, not just roundabouts. Jersey slides across 3 lanes of interstate traffic to make your exit, more and more people not using their turn signals, tailgating, when and where it's appropriate to make a u-turn, etc.
Parallel parking is another example of a regional difference, similar to roundabouts. It's been a thing for a looong time all over the country, but it's often not tested for, or even taught, in more rural areas. I always get a kick out of watching people in downtown raleigh or cary, failing over and over again to parallel park

I have no idea, I'm honestly pretty ignorant to that as I've lived my whole life in NC. I do know, however, NC has decided to adopt traffic circles during my adult life and it's new to a lot of people here. They just plopped one down in my tiny, rural hometown where a large part of the population has zero to little experience driving outside their own county. People were confused and paralyzed. That's just dangerous. It's a real problem, because not everyone is logical as most of us here, and simply freak out when they encounter an unfamiliar driving situation. But yeah, they'd surely balk at additional requirements for licensing. It's a catch22 for sure.
Just wait until cars can fly.
^^ I'm with Ramon, I don't remember any mention of traffic circles in NC Drivers Ed class or in the book that I read cover to cover before my test, but that was a long time ago.
Luckily we had plenty of practice parallel parking.

This explains it better. Theoretically, it keeps cars from backing up on the off-ramps.
