Nothing a lathe and i bit time won't fix.
If you have an output shaft it is easier to spin without a lot of set-up. I would be best to polish the seal surface before doing anything. A spacer washer about 0.100 thick installed before you install the drum would bring the seal out to a new surface.
Lots of ways to fix it without spending big dollars.
If you do the dual seal mod on the speedo housing, one seal will be on fresh meat. If you don't have a local shop that can do it for you, there are several members on here, including @orangefj45 , @Poser and myself that stock them.
The first two outer grooves are where the seal rides. Looks like someone already tried not putting the seal all the way in to get new material. The third groove is where the brake came apart and the lever rode on the drum for a long time. Not an issue as I've seen way worse. Speedi sleeve.
