EPA governs emissions in all 50 states. CARB was establish in California before then EPA was formed, and has tougher emission standards than EPA. Thus, if you pass CARB testing, your are granted a “CARB EO” that legally protects you from prosecution in ALL 50 states. In other word, you’re “50 state legal.”There are several guys with turbo in Colorado. If it passes CARB, it will pass CO emissions. (assuming the rest of your truck is up to snuff)

Hope not. The oil/gas craziness didn’t pass. I always thought the governor race was about social issues.In Colorado it is dependent on the county in which the vehicle is registered. Basically, front range = full emissions check, everywhere else = no emissions. Older vehicles still need inspection and sniff, but the requirements aren't as tight and only need to be inspected every 4 years instead of every 2.
But there has been a lot of talk about expanding the program statewide, and given the recent political shift in the state, I would not be surprised to see some sort of push towards that in the not-too-distant future.

You're right that turbo 80 is not an original idea, but if they are planning a similar system based off of all your R&D legwork, you have a right to be mad.I’m not going to go that far. They made some changes to make it their own. The turbo 80 is not an original idea. But capitalizing off what I’m trying to accomplish is a little messed up.
Yeah I guess I would have been a lot less forthright with my answers if I knew he was going to turn around and try to sell stuff. But I am still a little concerned he doesn't fully understand the OBDII system. So buyer beware.
