Its the back(really the front-bolts to the firewall) of an early style heater box(IE pre 1968)

I still say the back of the heater. There is nothing else on the cruiser that would use that. Plus I has an old heater box from a fj45. And the back panel on it look EXACTLY like it. It even has the screw holes on the top and bottom lips

I 'think' that I know where one of those are....I know that I saw one around the place a couple years ago....funny thing is that is was not anywhere near where I found this other plate piece.
