Thinking this is something that a PO put in. Can't find it in a FSM or anything else. Does anyone have any idea what it is? It has a wire coming from the alternator. I don't think it's a voltage regulator because that is located on the firewall.

You were right. Googled it and it's definitely a voltage regulator but unless I'm mistaken that's not where it's supposed to be. There is also one mounted to the firewall. Not sure if this is the original alternator but here are some pics of it. Label is all worn on it.

Does it run and charge the battery? Compared to mine it's missing a wire, E, I think. The original voltage regulator should be mounted on the driver's side firewall below the brake and clutch master cylinders.
Battery is not charging. I'm guessing that the aftermarket VR in the first pic is toast. There is a VR on the firewall that I recently replaced with one that I bought from ToyotaMatt but I'm guessing that right now it's out of the electrical circuit. I just need to check the wiring going to the VR on the firewall and remove the aftermarkt one.
 
Is the engine hook supposed to be on the outboard side of the alternator bracket? The tensioner is maxed-out, and there is obviously replacement hardware present. Where is the engine grounded out on the negative-side of the circuit?
Thanks for pointing this out. I may have messed this up when remounting the alternator.

That would be my choice. Pop the cover off the regulator and do a quick visual inspection. This thread is everything you need to know about restoring the wiring and adjusting the VR so you are not over/under charging.

Check your belts too. @Grayscale is right about the adjustment and your battery ground. Make sure those connections are sound.
