Not as much as it used to be. Now it's bureaucracy and locked-down regulation. The whole point of everything the BAR has done lately has been to remove slack from the system and force the refs down the path of block/refuse/disallow. My ref couldn't even allow my Spectre air intake kit (with ARB sticker) because I had to shorten the tube a bit to make it fit. He said, if everything else were passable, he would have to take pictures and call it in some central office for a waiver or whatever. He wanted to pass me, but because of the computer checksums not matcing it was completely out of his hands.
My REF said the supplied CATs with my Erod could be altered (rotated to clear frame, O2 sensors moved, shortened/lengthened and approved at his location, But if I go to Sactown or elsewhere the REFs and smog bandits actually have and strictly follow a GM isometric drawing and if it varies at all it is a fail... not sure how true that is, but I now the guy I bought the 60 body from was rejected multiple times for exhaust, not to mention engine choice in Sactown.
