From the info that I have gathered, there are two versions of carbs for '78. CA definately had the HIC. If your carb is original to the truck and doesn't have the HIC I would venture to guess it isn't a CA spec. You might also look at the exhaust manifold. If it's a CA truck it will have a special one. Called the "Thermal Reactor" or some such noise. Had to find a replacement for mine during the resto. Mucho expensive!
I have a VSV box, but I'm not exactly sure what year it is from. My Cruiser is a '72, but the engine is a '77, so the VSV box could be either year. Here are a couple of pics of it. PM me if it looks like what you need.

Be careful when you order...in case you don't know, there are two different ones for a 78...fed and CA. I believe you have a CA truck... has more ports...and that would make the VSV you think you need a much rarer item. How have you determined that the VSV needs replacement? Do you have the factory smog book for a 78? If not get one. Went thru this last year. BTW, If you are trying to get the truck smogged, be sure the guy doing the test KNOWS that you won't get a stumble when the EGR hose is unhooked. This is because it is hooked to the carb above the throttle plate and controlled by the VSV. The most you'll get is a small vacuum leak when you unhook it. If you are failing EGR function, most likely the passages are gunked up and you will need to pull it apart and clean the passages and tubes out. Not a fun job!!

My Summary
Still playing around trying to get VSV confusion cleared up while I wait for other parts to come in. Finally got my 78 Emission Manual.
Federal or California:
I think the truck is Federal, brought into California at some point where individuals began to take apart and add to until the system reached it’s current state of confusion. Maybe someone removed smog at some point and later someone else tried to get it together again, reran all the vacuum lines, lost all the clips, etc. Some brackets are missing… and so on. My VSV box was all screwed up – I think someone grabbed an old CA box and stuck it on not worrying much about where all the lines should go. I don’t seem to have a Vacuum Surge Tank and I have 2 vacuum lines coming from the distributor. Someone mentioned the exhaust manifold is different between the two but old paperwork shows my manifold was replaced earlier (in CA).
Carburetor dilemma:
There is no rectangular box thingy (HIC ?) on the top front of my carb, but the manual shows one for Fed, CA and High Altitude. Of the 3 vacuum ports down by the adjustment screw on my carb, 1 is capped off – which does not seem correct? I assuming at this point someone removed the box from my carb. The only thing I don’t get is SOR still shows a carb with no box thingy? I guess I’ll try to find/add the box to my carb if possible.
So I’m going to try to get a Fed VSV somewhere (used from SOR maybe), the HIC somewhere, add the misc missing small pieces (i.e. already replaced a BVSV blue) from Toyota and work my way through all the vacuum lines.

Just wondering: How do you know the VSV is bad? I have never seen one that failed. The common failure mode is that the plug connector for the computer board that runs the VSV breaks at the printed circuit solder joints. Try wiggling the connector and listen if you can hear the VSV solenoids firing.

It looks like a sensor of some kind; temp maybe? It only affects one of the three vac lines passing through. The other two are just straight-through tubes; connectors essentially. The line that is attached to the sensor is the 3rd from the top on the right. The top is the air cleaner, then the unplugged one (both unp. for the picture) and the 3rd is the lower of the two in the top of the carb. It might go to the power valve? I didn't look.

Well, first the #1 male port was broken off - you can almost see it in the earlier photo. Looked like someone had used some type of cold solder to "glue" a little stem-like thing in place but it had snapped off again. Also, I could tell some of the hardware attaching the VSV inside the apron was not stock. Most of the info on the VSV sticker was rubbed away, hardly legible and the part looks a lot more banged up than most things in the engine area. And the numbering scheme (ports) looks like California - which I no longer think is the right box.
I carefully tape labeled all hose connections, pulled the VSV and did my own temp fix to the broken male with a small machined part and some epoxy but I still don't think the vacuum lines are going to the right places.
I've got the entire cooling system pulled out and waiting for ordered parts to come in to get the engine running again.

That's what I was also wondering - looks like a hose-joining point without much function.
Hot Idle Compensator. It opens that vacuum valve as the engine heats up to keep the idle rpms more constant from low to high operating temps.
I have one that I pulled out of my 1978fj40. I think the numbers were not the same as you needed but it is out of a 1978.

Two Orifices in 3-way connector?
Got some 3-way connectors from Toyota but they can't get this one (Two Orifices in 3-way). Is it important you think?
Got a used VSV form here - badly rusted but with the right number of nipples/numbers. Reassembled the guts in the housing/bracket I have. I try to test it at some point.
Mark's Off Road is sending the HIC and ABV, hopefully I can run again when things are rerouted and installed.

One last vacuum hose?
I've got one last vacuum connection I can't find (see photos). The used HIC from Mark's Off Road had this one plugged with a small piece of hose/bolt. I think it might go to the carb/insulator (now plugged on mine) driver's side, next to the one that goes to the VCV? Tried to search it out here - does not show up anywhere I can find in the manuals.

You are correct. It goes to the left port on the carb insulator.

That tee has different diameter IDs at one or more legs. The easiest way would be to take the right size brass tee (OD) solder the ends and drill to the appropriate ID. If you need the IDs I can take mine and measure the IDs for you.

That would be great - maybe I can modify a standard "T", etc. Thanks! I think it's the 2 at the top of the "T "that are smaller id than standard?

Take a picture of the Nipple end of yours. The part numbers are kinda worn off of some of mine.
So the bottom nipple is hosed to the caburetor adaptor. Where does the top nipple get hosed to?
