I agree on the amount of torque. These bolts are half the size of the knuckle bolts with roughly the same torque spec. I'm leaving them at 65 and will check for leaks. Can always increase the torque.83 ft.lbs is an insane amount of clamping force, but I have to say that I've never broken a Toyota bolt when torquing it to the FSM spec (whatever that's worth) and I've removed and retorquing just about all of them.

I've got my 40/60 series FSM, and I get 29-39 ft/lbs for mine.
Go to the rear SST and Service Specifications of your FSM and double check. I'd say those numbers are
not applicable for power steering gear box. They seem too high to me. If I'm wrong, that's ok.
But I'm a firm believer in not over torqueing.
Ok. So do I just loosen them or actually replace them. Appreciate the feedback@cruiserpilot to the rescue! Nice catch.
@CenTXFJ60 if you've already torqued them to 65ft lbs, they should be discarded & replaced. The torque spec is 34!
There is a good chance they will shear off the next time they are attempted to be loosened years from now and are stuck. Remove them now while you still have a chance (easier to loosen).
Over torquing a bolt 2X beyond its rated capacity is an almost guaranteed invitation to breaking it next time or failing in service.
That would be like torquing the lug nuts to 200 ft lb.
I know that the ubiquitous 8mm bolts that are found all around the cruiser are rated to 10-12 ft lbs max. I once set up with my torque wrench too tight and had it set to 18 and it sheared the bolt.

And for those that feel the way I do (even though it's my fault on the misread), why would the FSM not have a power steering box in it. Aren't almost 100% of 60's in the USA power steering?
Good call out guys. I have a whole box of cruiser bolts and another steering box I can rob for now. I'm really kicking myself for being such a dip wad and not recognizing the manual vs. PS in the book. Thanks again
