What's the height to width ratio of "tall skinnies"? Over 3:1? Or is it just based on the numbers, has to be more than 31" tall and less than 10.5" wide?
IDK, not the authority on T&S, just my opinion. Like with female models, it's not about weight or height, it's about being thin, which is subjective.

This must be pretty close to, if not the ultimate tall and skinny sat in the wheelarch of my LJ. 7.50-20. 35 inch tall, 7.5 inch wide. I thought about using one as a spare when I planned 35s for it, but where am I supposed to find a 20x5.5 rim with the correct bolt pattern?
 
They are on the fat end for a pizza cutter. but the profile of a Yoko g003 MT 285 75r17 looks like one they are a bit taller absolutely a bit skinnier at the tread than some of the other tires in that size.

Didn't opt for the 255/80R17 size?
I had a set of MTRs in that size. They cupped, but were amazing offroad.

The 34s are much better, just for clearance and making everything just 5% easier.
