Is this an annual thing, for those with non-exempt trucks, outside of CA or are we just lucky?

Yep, annual here for any truck made after 75. You can spring for the classic car plates so you only need to do it every 5 years, but I'm a masochist and I like red plates to go with my red truck, so it will be every year for me. At least in my county they no longer do a visual, it's just what comes out of the tailpipe.
 
A lot of places have discontinued the "testing". With the price of gas it pays to keep your rig running its best. If you can't afford that good chance you can't afford to drive much either.

I ran the numbers once, a single B52 sorte has a larger carbon foot print than my life.

If they cared about the air they would mandate syncrozied stop lights and priority traffic flow plus flashing red/yellow at off peak hours.
 
Keep it under 5000miles a year and it's a free for all.
Put classic or antique plates on it and it's a free for all.
 
There's a book they use and everything! The last time I failed the test was because my truck was missing the front manifold insulator. It's this cover with a port that connects to the air cleaner via a tube. Apparently, it helps the carburetor heat up faster while saving the rainforest. I was pretty pissed.

Just the opposite in Texas; no smog test for anything over 25 years old, only a safety inspection for lights, horn, brakes.
 
I've supported my local smog guy way more than I'd like to. He sees me roll up in my latest non-compliant junk project and knows he's got me for at least a couple of expensive-a$$ tests and some quality time on the dyno...

There's a program not many know about but you can call and they give you an $850 voucher to go toward smogging your car.

I've dropped off multiple with check engine lights and other issues and came back later with a certificate.
 
Around my area, if they have to put it on the dyno, it costs around $150-$180 for the test and certificate. There aren't many that have a working, registered dyno any more, and the ones that do can set the market. When I went with the 60 a few weeks ago, they didn't even put it on the dyno and still charged an arm and a leg.

Haven't tried this but have heard about it. Cool idea but presumably it has to go someplace where they can do repairs (not test-only) and it's not a "gross polluter"?
 
For those doing the smog check, how much does it cost you? It's $15 a pop in Boulder County, CO. And if you fail you can come back for free within a week. EDIT: for more recent vehicles its $25, but for anything as old as a 40 its $15.
The smog man I've been using just raised his price to a little over 100 bucks for a full dyno test. It was quite a bit cheaper last time. I don't recall the exact amount, but perhaps about $60 before. He said his costs for calibration gasses have skyrocketed. For newer cars, he's still charging 50 bucks. Most places around So Cal seem to be quite a bit higher.

In Colorado it is a state regulated agency.. purpose built facilities (only do state testing), 1 or 2 per county.
