For me, because they are galvanized coated I choose to do nothing. The picture below is several years old and has seen many different environments along with a ton of beach miles. Still evidence of sand from the last beach run.

Painting galv (zinc) means acid treatment first. That destroys the surface of the galvanization -- the trick is to use enough to make the paint stick, but not remove all the zinc.

For a while I was galvanizing parts I made, I used vinegar to etch it if going to apply paint. @2001LC For a mudflap replacement like these, I would use POR 15 or something else very robust. Abrasion is going to be hard on paint.

I installed these recently and wasn't 100% sure on the shiny look... but I havent really noticed the flaps since and neither has anyone else.
