Removed mud flaps on a stock bumper

What about for the front? It seems many people buy front mud flaps when they remove the stock running boards, but doesn't that also "reduce" the height? I realize that it doesn't carry the same potential as knocking off the bumper. Is the only risk that you damage the mud flap itself?
