No oil pressure when cranking new engine via starter

You have cam gear to dizzy drive gear contact well before the dizzy shaft is seated into the oil pump, that is why dizzy rotor spins while oil pump doesn't. That was (hopefully past tense) the problem with Delco dizzy/Delco drive gears in Landcruiser engines.
 
Remember that when you insert the distributor, the gear interface will cause the shaft to spin, turning is slightly out of what you thought was going to be proper alignment with the oil pump. You’ll see the rotor spin a little bit as you install the distributor and it interfaces with the cam gear. You’ll want to start off slightly off from where you think it should be and watch it align into place as it goes in.
 
If you’re just checking for oil pressure in an F engine, you’ll get a much faster answer by pulling the oil pressure sending unit. The filter system works in bypass mode.
