Edit - reread the thread and see where you show the change in rpm Hi/Low and reference 5th. Sorry bout that. So you have really low diff gears and possibly aftermarket transfer case gears as well. It could be a good thing once you map it out. Possibly you could swap with someone who's running 35's.
I agree with others that you're stuck in 4Lo.
Gotta ask (sorry) - you are shifting the 4 speed out of right?
We can't see the 3/8" link between the shift lever and the 4Lo shift arm. Please take a couple of pictures from the right hand side.
Is it possible for the shifting fork to be disconnected inside the TC? Maybe the bolt holding the shifting fork to the shaft was loose and allowed it to slip down. It's a known problem on bench assembly.
You can tell the PO has had the boots off (implying transmission work) because they are bolted through the carpet instead of under it. If the PO took the time and money to use 2 factory fog light switches, we should give him the benefit of the doubt about a good reason for such extreme gearing.
