That keeps the wiper arm from folding down. Can't remember if you only need to loosen or completely remove that screw to fold them.
Just loosen.

Loosen. It’s spring loaded and held in so it shouldn’t come off.
It’s a lot easier to unscrew if you raise the arm off the glass. Reduces the tension.
the knurled knob has a clip to stop it from falling out so turn until it’s free spinning.
Cool part is when you fold the arm down and then fold the windshield over the tension
on the wiper arm keeps it firmly pressed to the glass so the wiper arm never hits the
hood. Mr Toyota is a genius.
