Found a worn wire in the fusible link. Replaced it and now the headlights and OBD2 work but engine will not even crank, stereo will not turn on (it did before) rear brake lights and turn signals still not working.

Or if you want to keep poking around in the dark.
1) Tighten battery terminal hardware.
2) Try starting it.
3) Grab another vehicle and a set of jumper cables, attach jumper cables to your terminals as if jumping your truck.
4) Try starting it.
If 2 works, you're done.
If 4 works, your battery was dead or is bad.
Where in LA are you?
Batteries are new and my Dual Bat monitor reads full power and I have them on a trickle charge.
Gotcha, it could still be your terminals, however. Easy point to cross off. Mine got loose and I would get power as you describe but connection wasn't good enough to start. Different issue from yours though is that when load would get too high everything would turn off.
