Maybe the tag crossed over on just the early 1961s, or maybe It was just the screws on the dash.

(stolen photo) This 1961 vin is 10411 and has just the screws as well.

It could have been left over 25 dash boards carried over to early 40s.

Interestingly that one has a replacement windshield frame also.

I was thinking the same thing, since that was very common to use 20 series parts on the 40 series. But the dash was partially redone on the 40s when the 4hi/4low lever and the FD button and wiper switch was moved to the dash. FJ25s dash is straight underneath the dash tags and the FJ40s has the indentation to get a flat area for new switches and lever.
It's like they made a new die to stamp new dashes but someone accidentally added the dash tag holes out of habit from prior dashes??? :)

Maybe the tire pressure tag was used in some markets for the early FJ40s, but not for the USA. And Toyota just put the screws in to fill the holes??

Agreed, the 40 dash stamping is different from the 25.
 
The frame number of our 1962 is 15289. Apparently the holes go away between 10413 and 15289.

Still doesn't make since because RHD and LHD dashes had to be stamped with different dies, but looks like possibly the RHD market had the Tire Inflation Pressures dash tag, and the LHD market didn't???

My “1963”was made in 61 and sat at port for 2 years until the dealer stamped the vin tag as 1963 as indicated by early vin # 1 FJ4010220.
My left hand dash has “tire psi tag” holes also! Great project @brian great info!
