What is that thing?

So after two years of being Cruiser-less, I finally bought another one (LK470) last weekend. It is a 2001 cream puff from Beverly Hill in really clean condition with 123,000 miles. It is stock aside from a set of Toyo ATs, but I'm looking forward to taking care of that.
As my first act of aggression, I pulled off the running boards and found something bolted to the frame that I cannot figure out. This is a more complicated vehicle than I am used to pulling apart so I don't want to just remove stuff and hope for the best. Can anyone tell me what function this serves and if it is OK to remove? I electronically "thumbed" through the FSM and didn't see it. I am just looking to remove things that are potential sources for hanging up on a rock.

The weird lump protects the blinker fluid reservoir and also has a number of other functions as you will soon see...

Blinker fluid. Perfect. I was afraid it held all my expensive smoke. Years of owning and working on English cars taught me to be very cautious of the various smoke reservoirs hidden throughout.

The flux capacitor makes sense too. I don't think my 80 would have done 88 mph, so I'm guessing it didn't come with one.

Balls! First post back in years and I put up something in the FAQ's! I accept shame and scorn.

I'm pulling it off. I'll report back if it causes any of the resonance it was put on there to stop.

I removed mine because it was slowing me down ! The thing is heavy you know. Maybe I added 1+ mpg.

It's there for a NVH issue that Mr. T felt necessary to mitigate. None of us, however, have detected any difference.

Any particular reason you want to remove it?

It's a 10 lbs dingleberry hanging down from the frame rail that is ripe to be picked by the first rock/stump/ledge. Better to have a smooth rail than an anchor.
