I'm going to take off the screw and try to cut and grind off the weld. I'm hoping I can salvage the parts. If not, I'll improvise.

So I was able to grind off the weld with the dremel without having to remove the screw. The threads on the screw were fubar which explains the reason for the weld. I took the nut off and shimmed the screw with a washer then got the nut good and tight only using the upper threads of the screw.

The adjustment screw was turned in small increments until the steering wheel slop disappeared without any left/right turn drag. All in all the screw only needed to be adjusted about 3/4 clockwise turn.

It’s pretty amazing how much the steering wheel tightened up. There is virtually no more slop

I’ll take her out in the morning for a test drive.
