I'm reviving a 1971 FJ40 but it has weak braking even after replaced the 8 cylinders, bleeding all the lines, and adjusted the brakes.

What is the next step? Master Cylinder rebuild?

How can i tell if my problem is the master cylinder?

how does the pedal feel? Does it sink to the floor when you stand on it?

Vacume booster?
 
Have you replaced the soft lines? It's possible there is a soft spot allowing for a bubble to form, which would make the brakes soft as you wouldn't have enough pressure making it to the cylinders.
 
bikersmurf, the brakes feel pretty firm and don't hit the floor. They got progressively firmer as we bled each line.

how can I isolate the problem to the vacuum booster vs. master cylinder?
 
what i did is swap over to the taco master and booster. that fixed my problem wich was simalar to the one you discribe.
 
I'm trying to limit costs... should I replace the booster or master cylinder? or both?
