Rear leaf replacement, what to reuse? (11 Viewers)

Hey guys, broke a leaf and now replacing with OME on my 1987 HJ61. After removing the old spring, I'm a little confused as to what to reuse or replace from the old spring brackets and rubber cushions. In the photos below you can see the bottom of the axle bracket with what looks like part of a broken tab of some sort hanging off of it, as well as the old top bracket and two rubber cushions. Do I just grind that old tab off the bottom of the axle bracket? Do I need the rubber and the other bracket at all?

Am I looking at an existing center bolt spacer that is in the spring plate already? The center pin fits snug as is, with the only issue seemingly being the dangling bit of steel on the spring plate that needs to be removed.
