That’s where my side mirror bolts on.Bolts on stepside and custom plate to windshield hinge bolt. You can buy similar on line. Made my own.

I can take a close up pic. Looking at your avatar it seems your mirrors are connected to the bolts on the windshield side. There two other screws on the DS of that same hinge.

Is this anyone's fj40 on MUD? It looks like a UT plate.All you or anyone else needs to do is to Google "FJ40 653 olive images" and you'll get a slew of images to look at; although some will actually be 653 and some of the presented images won't.
What is perhaps my fave image of a 653 Olive FJ40, which this one is on a 1979 :
