Final update, I have passed inspection without a cat. They didn't share any detail as to what changed their assessment, but my truck has passed inspection and documented that it was not equipped with a cat. On to emissions testing! Hopefully this will turn a corner for anybody who buys a 1HD-FT in an emissions region of CO and I will sign off this thread with the offer to help anybody who runs into Colorado inspection issues with their diesel 80's in the future.
hell yeah, congratulations. you should just have to pass opacity of smoke for emissions. I don't know if it changes for the 1HD-T vs 1HD-FT, actually.

I think this is still the case but will update this thread when we get to that point. The diesel shop I've started working with can't get me in until Dec 7 so now I get to focus on suspension and other mods instead!

There must be tens of thousands of foreign market vehicle configurations. How do they know what is "original" to a vehicle? Or rather do you think they are just looking for obvious modifications like aftermarket parts?

They claim to review documentation, but reading between the lines, it sounds like they are reviewing the Toyota Information System. Which the US version of TIS does not have diesel Land Cruisers. When I first went in for inspection, the guy said it was missing cats without even checking documentation, so there seems to be a strong element of them just going off memory too.

HaHa...No worries. Worst case, I get an overzealous diesel emissions tester someday who notices that my DR-2365 says I have a cat. I suppose then I'll need to go back to the technical center and get it corrected.

Short answer is that they can't know. The task they've been given is nearly impossible. Every time somebody takes another car down there, they get another reference point. I got the idea they were also doing research via Google. I suppose they're doing the best they can.

Yeah. I think once they see a certain type of car, that's their reference for future versions of the same thing. Pity the poor guy who takes them an Australia-spec 1HD-FT with no EGR (or cats). That will probably be an ordeal.
 
@urhc2 I've lived in beautiful Colorado since 1984 and I'm done with dealing with the STATE OF COLORADO. They have become a Marxist copy of CALIFORNIA, I just cleaned out my glove box in my 2001 Subaru Outback and looked at all the emission tests and registrations. The last one that expires in 2025 was more expensive than when I first registered it in 2014! And that will be the last time I renew in COLORADO. I didn't even bother registering my 1991 HDJ81 here, a friend of mine told me how to register/title automobiles, trailers and RVs in South Dakota where they DO NOT require ANY emission testing, inspections and charge a ONE-TIME 4% excise tax. The initial cost & fees are a little high however, buy once cry once... next year my renewal for the Land Cruiser will be only $20.00. I'll be moving my Subaru to South Dakota a couple months before my COLORADO plates expire. They have been in business for almost 30 years and are wonderful people. So I think it's definitely worth looking into and sharing with everyone who's sick of their State's extortion fees. I just had some friends of mine who bought a brand new fifth wheel RV (in Colorado) use this service and they saved over $1,000.00 on their registration. Please use my PMB# 7459 when you call, if you decide to use them I get a little credit on my account.

If you desire/must live in an area with draconian regulations you must tailor your vehicle choice to comply. If you want to drive the vehicle you prefer, move to somewhere you can register it.

Our rights to do what we want are shrinking dramatically. Either you assimilate, move to a more sympathetic area, or die.

True, to some degree, but Colorado is relatively non-draconian when it comes to gray market imports. There's only emissions testing in a specific area of the state that is admittedly prone to horrible air quality due to a unique configuration of geography (it's worst in winter--the "brown cloud"). The remainder of the state is free from emissions testing AFAIK. Even in the Front Range area, the only requirement is that the gray market vehicle comply with Federal regulations--i.e. have it's original motor and emissions equipment in place. Technically, you'd need to satisfy that requirement to import a vehicle into the US anyway, so Colorado doesn't have any additionally onerous regulations.

Sorry for the delay in response, I turned off email notifications from Mud.

The ETC ended up calling me out of the blue and giving me the form after reviewing documentation I emailed over in google doc form. I am not exactly sure what led them to that conclusion, but I have a feeling the shop owner that custom fabbed my exhaust may have given the ETC a call after I asked for some guidance, which may have swayed their opinion. I do not personally know anybody with a 1HD-FTE, but I believe Revhard in Denver may have sold some FTE powered Cruisers in-state at this point, may be worth giving them a call and seeing if they have any ideas.

Unfortunately, the Denver ETC is the god of diesel gray market since they're the only ones "qualified" to do emissions inspections on diesel trucks. As you can see in this thread and others, their qualifications are limited. I believe someone earlier in this thread passed inspection because the ETC mistook a resonator for a catalytic converter. This is what you are up against.

If for nothing else, I can look and see if I still have a copy of what I put together documentation wise. Essentially, I retrieved copies of parts diagrams from PartSouq with my chassis # to highlight that my truck didn't have a cat.

Another thought may be to reach out to the folks who pushed the Kei truck law through, they might have some contacts with some weight in this space.
