To replace my fuel sender and tap new holes (old ones rusted and stripped), do I need to drain fuel? Any danger from cordless drill shock?

Drain!

IIRC the sender has a certain position in the tank. Rotating it from one side or the other may cause a small difference in fuel readings. But I could be wrong.

Also if the bolts are rusted and you have got it drained. This would be a good time to clean the crap out of it. Most likely it's got some trash in it. Also inspect under the tank to. This where most problems start.
 
If you're at all concerned (remember gasoline vapor is explosive), drain and fill with water to displace the fuel vapor. This is how I've successfully brazed tanks before.
