I have "Fuel Saver" locking hubs. I can't get them to budge. I assume I'm supposed to rotate the 'arms" and use them too rotate the hub. Is that correct? Any suggestions?

Never saw any thing like those. Must be cam activated inside. From the looks the levers move, but that cap appears bolted in place.
Google had nothing. If you are brave you could undo those bolts and pull off the hub to see how it works.

In pic 2 I would try and pull up the lever on the left until it aligns with that angle on the cap so it could fold in. Maybe a full 180? You might try tapping with a small mallet.
 
Once I took the 10 layers of paint off of the levers I saw the word "Lock" stenciled into the edge of the lever. At that point all I had to do is make sure both levers were in either the Lock of blank position. I still have to see if the locking mechanism still works but at least i know how I'm supposed to engage them. Thanks for sharing the photos. They were a big help.
 
They are cool.. I'd never run anything but the Aisin gear.. but they are cool!
