FJ62 Rear Hatch Lock...should it turn?

Nice! Again make sure to check the little circuit breaker for your locks first.. it's usually the fix if all your locks are dead. Worked for me.

The lock on my rear hatch seems to get stiffer every time I use it. Just think its corroding and I imagine all of them may fall prey to age. I have loosened it by slowly working the key back and forth in a wiggling motion. Its never sat long enough to lock up tight like yours. I second the motion to spray penetrating oil. Continue to try working it to the right. Wiggling your key back and forth with moderate pressure but not trying to get too much at one turn. Regular use will help it to stay free along with spray lube on occasion.

You may try a new key cut from the code or from the vin, not cut from the old worn down key.

I would also expect that the rear key lock never got much use do to the fact it has/had power locks. I don't think we have ever used the key for our 62 rear gate. But the 60 gets used all the time...manual locks.

You can always pull it out and send it to a locksmith and have them code cut a key off the drivers door cyl and have them repair the back cyl.

I'd had a similar problem, used wd-40 and it was better.. for a bit. stopped up again after a dusty trip to the river. blew some compressed sir through the keyhole and then some liquid graphite, haven't had an issue since. 60 so no power though.
