Smog guy mentioned HC increasing at higher RPMs.

Just bought this 1991 last week, drove it 10 hours home. Thanks for your help.
 
CEL light on?
Does the CEL turn on when the key is in the on position?
 
I would first pull the 15 amp EFI fuse as a first step. This does 2 things. It clears any stored codes so you're not being fooled by multiple codes if you're troubleshooting, and it allows the ECU to relearn the basemap of all the sensors in the EFI system.

Run some 91 octane gas

Pull a spark plug and check color, condition.

Do not pull the fuse. Check if the CEL lights up and then pull the codes.
 
I agree with pulling the EFI fuse to reset your codes and a good gas additive to clean engine and injectors...can't hurt along with a tank of high octane. Drive it for a day or two and see of you get your CEL. If you do, take a paper clip and jump E1 and TE1 terminals in your OBD port located on the firewall passenger side. Once the paper clip is in, turn your key to on, but do not start the engine. Count the blinks on your CEL and report back. IF you have a CEL, that'll at least get you started on what may be wrong and causing your OBD failure.

This with the understanding that it the cel blinks with no pauses, then you have no codes. If the cel blinks for example, two times then pauses and blinks six times, then its code 26.
 
The selling party is responsible for smoging the vehicle in California. They are legally required and responsible for the costs. I know it doesn't help in the trouble shooting but you might get them to cover the cost of the fix.

He/She drove 10hrs back after buying it. Very good chance it was purchased out of state.
 
The engine light was probably on. Pre OBD2 cars just get the sniffer if the visuals check out.
