Did you verify the relay plug is wired correctly? As you see on the wiring diagram, the G/Y wire grounds the relay coil via the horn button so plugging that wire on to the relay should not cause the fuse to blow unless the relay is wired incorrectly. If the relay is wired correctly then the G/Y wire and the G/W wire would both have to be grounded to cause this which I think is unlikely.
