Shocks are the buffers between upward and downward motion of the suspension. Without shock absorbers what is going to buffer your suspension travel?
 
Technically as long as you have leaf springs, you don't need shocks. If you want a controlled ride you need shocks. Bags are only in use when filled with air so to answer your question, no you don't. But the moment the bag loses air, you have no shock. So yes do you ultimately.

Boss Air bags replace your bump stops. You'll still need shocks to control rebound damping and improve handling.
 
Yes, you will still need shocks. The air bags are designed to provide additional weight-carrying ability only. They do nothing to provide shock absorption (damping). Do you need the extra weight-carrying ability? I'm curious why you're installing air bags.
