You can check fuel pressure at the driver side fuel rail on the engine, your local auto parts store should have a tool with enough adapters you can rent to do this.

You can also climb under the car and have someone turn the ignition to on to see if you hear the fuel pump run.

I just replaced the fuel pump in my 100 twice - once when it failed in a parking lot on a 14 degree February day, and a month ago due to my frozen fingers not setting a hose correctly back in Feb.

How can I tell if my fuel pump is going bad?
Most common symptom a 99 bad fuel pump, going bad. Crank no start, then start another time. Sputter on start could be fuel related. May also be spark related, such as coils.

Fuel pressure test, is a good idea!

Fuel pump only pumps when engine crank or running. The motor heard when IG key on, is brake booster motor.

My '99 is suffering from random sputtering with no codes. I have an OEM pump on order at the dealer and will report back here if it fixes the problem. I believe my pump is original at 300K+ miles.

Start-up sputter while idling, in N, is often different than under-load sputtering. Under-load like when at a light, in D, foot on brake or hold brake, in D and giving gas is often a missing firing coil.

I don't think that is true on our vehicles, it doesn't pump until the engine is running.

Since you mentioned it's a fresh purchase, and really whenever it comes to any diagnosing, start with the easy s***. Got a fuel issue? don't jump and replace a fuel pump. Start with a fresh tank of fuel. Still no fix, maybe fuel filter next...Still not fixed, how about your MAF sensor and Air Filter, are they clean? After that it's still running s***ty, well then you can dive a bit deeper. Otherwise it's just a guessing game.
