Tack the gap of the circlip together is the easy solution, can die grind it or small disc grind it off later if you ever need to.
Drilling and tapping is a bit trickier, needing to sharpen a masonry bit to be able to drill the hardened shaft.
Awesome cheers mate, the original circlip was fused to the shaft with rust and snapped off rather than spread

Then I stripped the tread on a puller trying to get the brake assembly off, heated, pulled, hammered. Nothing worked. This winch hasn't been loved for a long time

In the end I had to tack a bar to the shaft, put the winch in a vice and hit it with a sledge hammer. Worked

There was a lot of water mixed with the oil. I have a lot of cleaning up to do
