So we had some serious rain a couple days ago and this (see photo) happened to my drivers side wiper twice while I was driving. This happened last year as well and I just snugged the nut down and it worked for approximately a year.

Would the 4Runner wiper upgrade eliminate this from happening?

4 runner wipers are also susceptible to the same fate if the nuts aren't tight.

For yours, it's possible the nut is bottoming out on the shoulder of the wiper shaft before it has the arm tight enough. Try adding a washer larger than the wiper shaft under the nut - this will allow you to tighten the wiper arm further on to the shaft.
