What's the best surface rust remover product? liquid, gel...?
 
There are plenty of other threads that address this. Many people swear by making their own with citric acids. There are good youtube videos for making your own and for testing a wide variety of commercial products. For small parts that are removed ... I would have been miles ahead if I had just tried electrolysis earlier. Its pretty dead easy after I finally did it. I drop a part into the electrolytic solution....running with a battery charger and a piece of victim steel....a week later....i come back and have a part that looks like its experienced magical transformation.
 
I've used the Concrete and metal prep that @aztoyman linked to and it works fine. I think it has phosphos in it. I usually use it after doing electrolysis or some other initial rust removal like sanding to help to stop flash rust and prep for paint. You can use it straight or diluted. I used a heavy duty spray bottle and rinse it off. I may try straight phospos in the future to see how it works. I recently got a blast cabinet and that's my go to. I also use polycarbonate wheels from HF on a drill for paint removal on big stuff. They remove paint, and don't seem to remove metal.

If I'm using quality automotive finishes I try to adhere to the manufacturers instruction sheet.

I've had good luck with Krud Kutter - The Must for Rust.
It comes in spray and gel. You can leave it on after the rust has been removed and it protects the metal from flash rust.
 
If you can dip in an electrolosys tank thats best, time consuming tho. X2 on Jayp2's comment, media blast of some sort unless its a fragile piece.
