My rig is titled as a 90… manufacture date is a 10/89… out of curiosity does anyone know what the cut off is to be considered a 1990? Any chance my title has the wrong year?

That is how all vehicles are. It was manufactured and then it was sold by a dealership after that
 
I’m not sure of the official month that carries over but typically cars produced in the fall of a given year are considered new as the following year. Either because as Matt points out they were produced then and sold in the next year or just how the fiscal year works in the auto industry.
 
Here's a change that went into effect October 1989 to be aware of, the flywheel bolts changed from 10mm to 11mm:

Toyota Service Bulletin dated 10-05-90

The length and diameter of the flywheel set bolt has changed. This results in changes to the crankshaft and drive plate as well.

Starting with:

Production Date October 1989

VIN JT3FJ62G*L1186060

Engine No. 3F-250226

The new short block assembly part number is 11400–61121 (was 11400–61120)

So, based on your VIN, it looks like your FJ62 was produced before the change date.
 
Most manufacturers mid year starts at July. So anything after July is considered the next calendar year. Yours is a 90.
