What is this circular part on the right? FJ40 79'

I am trying to fix leaks before doing body work and have had the clean part to the left dropped and resealed etc but the round part to the right of the cables still shows small drops enough to leave a pancake sized mark wherever I park after a couple of days. I have taken it to a mechanic twice to fix all leaks which he has been largely successful except for this. Any help to better describe what exactly this is and how to fix it would be amazing! Much appreciated..

Brake drum, there is a seal way back behind it, sometimes there is a groove that forms on the shaft that makes life a pain.

sealing surface is more likely grooved, can be fixed.

hand brake drum. as stated, check the rear seal and the shaft for any pitting or grooves.
