My rear bumper mount has rusted away where the bumper cover attaches to my flare on the passenger side. It now flops around when I drive. Anyone have a remedy for this? It’s a 97’ with only 135k on it, but unfortunately the body is starting to rust. I attached a couple pics of the area.

It is body sheet metal that you will need to fix. It is a common area for FZJ80s to rot.

The bumper extensions are not connected to the body, directly. They are bolted onto brackets, which in turn are bolted onto the frame and body.

You are missing this part:

It is sandwiched between the mudflap and the bumper extension.

It comes, as shown, with three of these clips:

However, you need two (2) more and these five (5) screws:

Go to the dealership and order them. Should be around $50 total, depending on how much your dealer marks up prices.
 
FWIW, your bumper extension should be under the mudflap, not on top of it. The upper corner of the mudflap is screwed into a plastic grommet, that is attached to the rear trailing edge of the fender flair:

So, the order of assembly is: bumper extension, then fender flair, then mudflap, from the body moving outwards.
 
Of course, you can use whatever you want to attach it, but this is what it's supposed to look like.
